Houston dog licensing through BARC, explained for owners
Licensing is the least interesting page on this site and the one that gets a lost dog home fastest. The rules below are described as they stood at the time of writing; BARC's own site is the current version.

The rule
An annual license, rabies proof and a tag, administered by BARC.
The City of Houston requires dogs to be licensed and to carry proof of a current rabies vaccination, and BARC administers both. At the time of writing the license is renewed yearly, the fee is reduced for a spayed or neutered dog, and the application asks for the rabies certificate from your veterinarian; senior owners and some assistance dogs have reduced or waived fees. BARC also runs the city's microchip and adoption programs and enforces the leash, restraint and nuisance ordinances. The fees and the forms move, so the BARC site is the only current source.
Outside the city limits, in Cypress, Katy, Spring and the rest of unincorporated Harris County, the county's rules apply instead, and the Harris County page on this site covers them.
- Annual license through BARC
- Current rabies certificate required
- Lower fee for a sterilized dog
- Different rules outside the city limits
What it asks of your dog
A collar with a tag, a chip that is registered, and a vaccine that is current.
The license is a tag on the collar, and a tag is only useful on a dog wearing a collar; the training-home rule is a flat collar with the tag and a phone number on every dog, every day, in the house included, because the dog that bolts through the front door is not wearing the walking gear. The microchip is the backup, and it works only if the registration has your current phone number, which most owners have not checked since the day it went in. The rabies vaccine is the legal requirement behind the license and the thing an emergency vet asks about first after a bite or a snake encounter.
None of this is training, but all of it is why the door manners and the recall matter: a licensed dog that never gets out never needs the license.
- A flat collar with the tag and a phone number, worn indoors too
- A chip registration with your current number
- A rabies certificate you can find in five minutes
- Door manners and a recall so the tag is never tested
How we prepare dogs
Records at booking, a collar and tag through the stay, and the door as a daily lesson.
Our team asks for the vaccination records, including rabies, when a dog is booked into the training home, and every dog wears a flat collar with a tag for the whole stay, on field trips and in the house. Door manners are built with real deliveries and real arrivals in every program, and the recall is built on a long line before any dog is trusted loose, which is the training version of a license: the dog that waits at the door and comes when called does not become a BARC intake. The go-home session hands the family the same door routine.

The county rules, the leash law, and what to do the day the dog gets out.
The Harris County page on this site covers rabies and licensing for the unincorporated areas around Cypress, Katy and Spring, and the leash-laws page covers the restraint rules inside and outside the city. If a dog does get out, BARC and Harris County Pets are the shelters to call and to visit in person, daily, with a photo, because descriptions over the phone miss dogs every day. The lost-dog window is short: stray holds are measured in days, and a licensed, chipped dog is the one the shelter can call you about.

The programs
Programs that keep the tag from being tested.
Gold for door manners and impulse control, lessons at home for the door routine, Platinum for the escape artist with a recall to build.
Asked and answered
Questions people ask about this.
Do I have to license my dog in Houston?
Inside the city limits, yes; the city requires an annual license through BARC with proof of a current rabies vaccination, at the time of writing. Outside the city, in Cypress or Katy for example, Harris County's rules apply instead. Check BARC or Harris County Pets for the current requirement and fee.
How much is a Houston dog license?
BARC publishes the current fees on its site, and they are lower for a sterilized dog and reduced or waived for some seniors and assistance dogs. Fees change, so this page does not quote a number; the BARC site is the current source.
Does a microchip replace the license?
No. The chip is the backup that identifies the dog at a shelter or a vet; the license is the legal requirement and the tag is what a neighbor reads on the sidewalk. A dog needs the tag, a registered chip with your current number and a rabies certificate, and the collar has to be on for the tag to work.
What happens if my dog is picked up by BARC?
The dog is held for a stray period, scanned for a chip and checked for a tag. A licensed, chipped dog with a current phone number gets a call. An unidentified dog waits out the hold and then becomes available for adoption. Visit in person with a photo, daily, from the first day.
