Harris County rabies and licensing rules for dogs
Our training home sits in unincorporated Harris County, so these are the rules our own dogs live under. They are described as they stood at the time of writing, and the county's site is the current version.

The rule
Rabies vaccination, a county license through Harris County Pets, and restraint.
Harris County's veterinary public health agency, Harris County Pets, administers rabies and licensing for the unincorporated county and enforces the animal regulations there. At the time of writing every dog needs a current rabies vaccination given by a licensed veterinarian, a county license renewed on the vaccination cycle with a tag, and the county's restraint rules require a dog to be confined to the owner's property or under control on a leash when off it; the county also handles bite reports, quarantine after a bite and dangerous-dog determinations. Fees, cycles and forms change, and the agency's site is the only current source.
Incorporated cities inside the county, Houston, Tomball, Katy proper, Jersey Village, have their own ordinances layered on top, and the Houston page on this site covers BARC's.
- Rabies vaccination by a licensed vet
- A county license with a tag, renewed on the vaccine cycle
- Restraint: on your property or on a leash
- Bites, quarantine and dangerous-dog cases through the county
What it asks of your dog
A vaccine on schedule, a tag on a collar, a fence that holds and a leash that stays on.
The restraint rule is the one that turns into training. A dog in unincorporated Harris County is supposed to be on its property or on a leash, and the acreage dogs in Hockley, Tomball and Magnolia that patrol beyond the fence line are the ones the county hears about. A fence that holds, a gate that closes, a boundary the dog respects and a recall that beats a deer are the four things that keep a rural dog legal, and the second two are training. In the subdivisions the rule is the same and the problem is the front door.
The vaccine and the tag are the paperwork half: a rabies certificate you can find, a tag on a flat collar worn daily, and a chip registration with your current number.
- A rabies certificate on file and findable
- A tag on a flat collar, worn indoors too
- A fence and gate that hold, or a boundary the dog respects
- A recall for the acreage dog
- Door manners for the subdivision dog
How we prepare dogs
Records at booking, a leash on every field trip, and the boundary and recall work for rural dogs.
Every dog in the training home arrives with its rabies and vaccination records, wears a flat collar and tag through the stay, and goes on every field trip on a leash, because the county's rule is our rule and because a trained dog on a leash is the best advertisement for training there is. For the acreage families around Hockley, Tomball and Magnolia, Platinum and VIP stays build the boundary at the fence line on a long line and the recall around wildlife before any dog is trusted loose on its own land, and the go-home session runs both on the property.

The city rules, the bite rules, and the shelter to call when a dog is missing.
The Houston licensing page on this site covers BARC's rules inside the city; the Texas dog bite page covers what the state expects of an owner after a bite, which the county handles at the local level with quarantine and a dangerous-dog process. If a dog goes missing in the unincorporated county, Harris County Pets is the shelter to call and to visit in person with a photo, daily, and the neighborhood apps around Cypress and Katy find as many dogs as the shelter does. The coyote page explains why a small dog in a Cypress yard at dusk is a restraint problem of a different kind.

The programs
Programs for the dog the county would otherwise hear about.
Platinum for the boundary and the recall, VIP for the acreage dog that needs to be reliable loose on its own land, Gold for the subdivision door.
Asked and answered
Questions people ask about this.
Does Cypress have its own dog license?
No. Cypress is unincorporated Harris County, so the county's rules apply: a rabies vaccination and a county license through Harris County Pets, at the time of writing. Katy, Tomball and Jersey Village proper are incorporated and have their own ordinances on top.
What is the leash law in unincorporated Harris County?
At the time of writing the county's restraint rules require a dog to be confined to the owner's property or under control on a leash off it. The details and the exceptions are on the Harris County Pets site, and the leash-laws page on this site covers the practical side.
Where do I report a bite or a loose dog in Cypress?
To Harris County Pets, the county's animal regulation agency, which handles bite reports, quarantine and loose-dog complaints in the unincorporated areas. Inside Houston city limits the same call goes to BARC.
Do you check vaccination records before a stay?
Yes. Our team asks for rabies and the core vaccinations at booking, because dogs in the training home live together in a house and go out into public places every day. Your vet can email the records directly.
