Dog rules southwest of Houston
Fort Bend County leash laws for dogs: Sugar Land, Katy and Fulshear
Fort Bend's master-planned communities are full of lakes, trails and dogs, and many sit right on a city line. A family in one section of a community may live under a different ordinance from a family across the lake. Knowing which one is yours takes five minutes.

City or county
Your address decides whether a city ordinance or the county's rules apply.
Texas has no statewide leash law. The Health and Safety Code sets rabies vaccination rules and the dangerous dog process, and leash rules are left to local governments. In Fort Bend that means Sugar Land, Missouri City, Rosenberg, Richmond, Stafford and Fulshear each write their own, and Katy, which sits across Harris, Fort Bend and Waller counties, writes its own for all of its city limits. Outside the cities, Fort Bend County's rules apply. That is why two neighbors with the same dog can be living under different wording, and why a summary on any website, including this one, is only a starting point.
Communities such as Cinco Ranch, Aliana, Sienna, Riverstone and Cross Creek Ranch can sit partly inside a city and partly in the unincorporated county, or inside a city's extraterritorial area that is still governed by county rules. Your tax statement or the city's boundary map tells you which applies to your house. If you are still unsure, the city's or the county's animal services office can tell you whose rules cover your street.

Reading the rule for your street
Find your jurisdiction, read that page, then read the HOA's rules for the lake and trails.
Once you know your jurisdiction, read its animal services or animal control page on the city or county site. Look for the leash or restraint rule, rabies and registration requirements, and what happens with a loose dog or a bite. We do not quote those details here because they change, and the published text is the only version that counts.
Then read your HOA's rules. In Fort Bend's master-planned communities the HOA often has the most specific rules of all: leashes on trails and around lakes, waste stations, sometimes rules on the amenity center grounds. Enforcement there comes from the association rather than animal control, but a complaint from a neighbor on the trail usually starts with an HOA letter.

The walk that fits every rule
A loose leash around lakes, geese and joggers is the habit every ordinance is asking for.
Fort Bend trails ask a lot of a dog: geese on the bank, joggers and strollers, kids on bikes, other dogs every few minutes, and water that tempts a Lab or a doodle into a swim. The ordinance and the HOA want the same thing, a dog on a leash that walks with its owner, and our programs build it first. A dog that holds a heel past geese on a Riverstone lake trail is not breaking anyone's rule.
Retractable leads cause more trouble on crowded lake trails than any other gear. Many HOAs and cities set a maximum leash length, so check. A standard six-foot leash keeps the dog on your side of the path and out of the water. It also gives a clear signal through the handle, which is what a loose leash walk depends on, and it is the leash our trainers hand back to families at the go-home session.

Where owners get caught out
Open front yards, the voice-control myth and a dog loose at the lake.
Many Fort Bend homes have open front yards with no fence, and a dog that runs from the yard into the street is loose under most ordinances. Voice control is not the same as a leash in most rules, however good the recall. Dogs that swim in community lakes run into HOA rules and, in parts of the county, alligator habitat, which Texas Parks and Wildlife describes on its species pages.
The other trap is the county line. A family that moves from Sugar Land to a house a mile away in unincorporated Fort Bend may find different registration rules. Read the new page after any move. The same goes for a move into Fort Bend from Harris County: licensing through BARC or Harris County Pets does not carry over, and the new jurisdiction's registration rules are the ones that count.

Our Montgomery County page covers the rules north of Houston, and the Houston leash laws page covers the city and unincorporated Harris County. For places to walk, Cullinan Park and Seabourne Creek Nature Park each have their own page, and the Fulshear and Richmond dog parks page covers fenced play in western Fort Bend. Sugar Land Town Square and LaCenterra have pages on patio manners, where the leash and the settle matter most.
Families in Sugar Land, Fulshear, Cinco Ranch and Richmond will find drive times, the $250 transportation option and the go-home session on their area hubs. Fort Bend communities run from about 25 minutes from the training home in Cypress outside rush hour for Cinco Ranch to about 55 for the far side of Sugar Land and Sienna, and transport includes the first lesson at your home.

Asked and answered
Questions people ask about this.
Does Fort Bend County have a leash law?
Leash rules in Texas are local. Fort Bend County has rules for unincorporated areas, and each city in the county writes its own ordinance. At the time of writing, plan on a leash for any dog off your property. The county and city sites publish the current wording and any penalties.
Which rules apply in Cinco Ranch?
It depends on your street. Cinco Ranch spans Fort Bend and Harris counties, and much of it sits outside any city's limits. Your tax statement or the relevant boundary map tells you which, and your HOA adds its own rules for trails and lakes.
Can my dog be off leash if it has a great recall?
Not in public places where the local rule requires a leash, however good the recall. Voice control and a leash are not the same under most ordinances. Off-leash time belongs in designated dog parks or on private land with permission.
Are retractable leashes allowed on Fort Bend trails?
Some cities and HOAs set a maximum leash length, so check your own rules. On busy lake trails a standard six-foot leash is safer and more courteous, because a long retractable line crosses the path and reaches the water.
