Dog rules north of Houston

Montgomery County leash laws for dogs: The Woodlands, Conroe and unincorporated areas

North of Houston the map is a patchwork. A dog walked from a Woodforest street to a Conroe park to a forest trail may cross three sets of rules in an afternoon. The safe habit is simple, and the details are worth knowing before a neighbor or an officer asks.

Who writes the rules

The state sets a frame, the county covers unincorporated land, and each city writes its own.

The Texas Health and Safety Code sets the statewide pieces: rabies vaccination for dogs in Chapter 826 and the process for dangerous dogs in Chapter 822. Leash rules themselves are local. Montgomery County publishes its animal rules for the unincorporated areas, which cover a great deal of the county, including The Woodlands, which is a township rather than a city. Conroe, Willis, Magnolia, the City of Montgomery and the smaller cities each adopt their own ordinances, and the city's rule applies inside its limits.

The Woodlands Township adds rules for its parks and pathways, and HOAs in Woodforest, Grand Central Park and the villages add covenants on leashes and waste. We summarize the structure here rather than quote any ordinance, because the wording and penalties are set on the county and city sites and they change. A rule you read two years ago may have been rewritten since, so check it again after a move or before a new routine, such as walking a new trail.

Finding the rule for your address

Check whether you live in a city, then read that government's page, then your HOA's.

Many Montgomery County families are not sure whether their address is in a city, and the answer decides whose ordinance applies. A Conroe mailing address does not always mean Conroe city limits. Check your property tax statement or your city's map, then read the right page. If you are unincorporated, the county site is your source; inside a city, the city's animal control page is.

Then read your HOA's rules, which often say more about leashes in common areas than any ordinance. Keep a copy of your dog's rabies certificate and registration where you can find them; they are the first things asked for after any incident. A photo of each on your phone covers the walk, the vet, the boarding desk and the hotel counter in a storm.

The training habit that keeps you legal

A leash and a dog that walks nicely on it satisfies every version of the rule.

Whatever the exact wording, a dog on a leash under your control off your property meets the intent of every ordinance we know of in the region. That is why our programs build loose leash walking first. A dog that walks beside you on a Woodlands pathway, sits while a cyclist passes and ignores a deer in the greenbelt is not a dog anyone reports. A dog that drags its owner toward every jogger is.

A recall is a safety skill, not a leash substitute. Even VIP graduates with service-dog-level off-leash reliability wear a leash where the rule requires one. Off-leash work belongs on private land with permission, in designated off-leash areas, or where the posted rules allow it. Our trainers follow the same rule on every field trip, which is part of what the dogs learn: the leash goes on at the car door, whatever the dog can do without it.

  • Leash on off your property
  • Loose leash past cyclists, joggers and deer
  • Recall as a safety net, not a substitute
  • Off leash only where the rules allow

Where owners get caught out

Unfenced acreage, forest trails, the lake and a loose dog coming at yours.

Acreage in Magnolia, Montgomery and Willis often has no fence, and a dog that wanders onto the road or a neighbor's land may be loose under the rule that applies there. Sam Houston National Forest has federal rules of its own, posted by the Forest Service, and Lake Conroe's parks and marinas have theirs. Read each one before you go rather than assuming the rule from home carries over.

Loose dogs are common in the rural parts of the county. If one approaches, stay calm, put your body between it and your dog, and walk away steadily rather than running. Report a repeated problem to animal control for your area, not to the neighbor's gate. If your own dog reacts badly to loose dogs after a scare, that is a trainable problem, and it is common in the parts of the county where the fences run out.

Asked and answered

Questions people ask about this.

Is there a leash law in Montgomery County, Texas?

Leash rules are local in Texas. Montgomery County publishes rules for the unincorporated areas, and cities such as Conroe, Willis, Magnolia and Montgomery have their own ordinances. At the time of writing, expect a dog off your property to be under physical control. Read the county or city site for the current text for your address.

Which rules apply in The Woodlands?

The Woodlands is a township, not a city, so Montgomery County's rules apply, with The Woodlands Township's park and pathway rules and your village HOA covenants on top. The township and the county each publish their current rules on their own sites.

Can my dog be off leash on my own acreage?

On your own property, generally the leash rules for public places do not apply, but a dog that leaves your land may be loose under the local rule. Without a fence, a dependable recall and boundary training keep the dog home. Check your city or county page for the details.

What happens if my dog bites someone in Montgomery County?

Texas law sets rabies quarantine rules and a process for declaring a dog dangerous, and local animal control handles reports. Follow the instructions you are given and read the county or city page. From a training side, a bite means a full history and a behavior plan, starting now.
